Minster plans for June water tower repairs

MINSTER — Plans are underway to repair the Ohio Street water tower in Minster in June.

During Tuesday’s village council meeting, Village Administrator Don Harrod said he spoke with Danone and they are planning on shutting down the week of June 7, which gives the village the best time frame to complete repairs.

Harrod said Worldwide Industries will come in on June 6 to drain the tower and do various repairs which include: sandblasting, welding, using epoxy, filling the tower back up and conducting a bacteria test.

“It’s going to take them a week or so to get the whole process done …

We’re probably talking a week to nine days,” said Harrod.

He added that the village is looking to bring in some portable water storage just in case during that stretch.

“We don’t think we’ll have a problem but if there would be a big fire or a major water line break, we may need it,” he said.

Harrod also said that CDM Smith is continuing to work on engineering plans to develop the new water tower, adding they’ve hired CTL Engineering out of Wapak to perform soil borings.

At a previous meeting, Harrod said construction of a new tower is three to four years away.

Also on Tuesday, councilors completed a first reading of an ordinance to vacate parts of streets and alleys in the village to make way for a new subdivision.

The subdivision would be on the north side of town.

Baumer Construction had asked council to approve portions of Webster and Sixth streets to make room to develop it.

In litigation news, Harrod informed councilors that the village was successful in a lawsuit against the state of Ohio that began in 2017. The lawsuit centered around the half-percent fee for centralized collections of municipal income taxes. Harrod said the court ruled the fee unconstitutional.

In other business, council:

• Suspended the rules and passed Ordinance 12-05-02 which amends the enterprise zone agreement with Nidec Minster.

• Declined to have

a public hearing regarding the renewal of liquor permits within the village.

• Discussed and

motioned to hire 36 part-time and seasonal employees.

• Discussed and approved an invoice from Duncan and Allen for legal services totaling $49,683.10 for the month of March.

• Heard Harrod report that the village has a scheduled teleconference this week with representatives from the Ohio Environmental Protection Agency to discuss options that would be acceptable to them in dealing with total dissolved solids at the waste water treatment plant. Harrod said CDM Smith has put together a list of potential solutions that will be presented to see if they’re acceptable for them and cost-effective for the village.

• Learned that there is a power outage planned for May 16. It will affect all the residents north of Seventh Street, except for the Parkview subdivision. The outage is being undertaken to switch over and replace new wires and poles in the Seventh Street and Main Street area. The outage is scheduled to begin at 6 a.m. and should last until 8 a.m.

• Learned that the electrical department is working with SecurCom and NKTelco to install security cameras at each of the three electrical substations.

• Learned that Choice One Engineering is finalizing plans for the reconstruction of Seventh Street, east of Main Street. Harrod said the plans should be done in the next couple of weeks and he will have a resolution of necessity for council to consider at the net meeting. Once it’s passed, the village can establish a bid date for the project.

• Learned the parks department will begin preparing the pool for the summer. It will be drained, cleaned and refilled in preparation for opening Memorial Day weekend. Harrod wanted to remind residents that they can purchase pool passes on the village’s website. Once the season nears, they will begin selling pool passes at the pool.

• Learned that the electrical department will begin to change out the poles on the east side of state Route 66, north of Bensman Road. Harrod said some of the tops of the existing poles are starting to rot. New poles have been placed along the right-of-way in anticipation of replacing the existing poles.

• Heard Harrod report that the village has been asked to sit on the National Renewable Energy Labs/American Public Power Association’s Community Solar Working Group. The group is designed to put guidelines together on how public power communities can implement a community solar program. Harrod said the village is the smallest town in the group by 40,000 people.

• Learned the parks department is preparing Four Seasons Park for the upcoming baseball and softball season. Opening day is scheduled for this Saturday, weather permitting.
